The user/password file on disk was encrypted using a different type of security key. This can occur when the old style key is replaced with a new style programmable key.
The dialog shows the user names which will need to be recreated. The user name/password is reset to MASTER and IDCARD. For more information on adding user names and passwords click on Security.
